it put some text but used 1700 words instead of the 600 I wanted

Unfortunately, only the authors of this or that LLM can tell you why their model produces 1700 words instead of 600. Usually they use tokens (not words) to limit the output. This parameter must be set as max_tokens="your value". One English word ~ 3 tokens.
