Is there a way to have the Pixabay image being added to a dummy feed post automatically be resized to a set image size.  I see where you can set the min, but when it's being generated, the image is coming in too wide and I'm having to resize to fit the article.

When you insert images from Pixabay, you specify their CSS class here: Login to see this link

Thus you just have to give it some class name. Then click "Customize" a the top panel of your WordPress theme and set a CSS style for that class. There you can set the sizes, alignment or various effects for the Pixabay images. The only limitation there is your own CSS skills.
