Lately I've been getting the above error with some feeds.
Is this an error on the feeds side or on my server's side? And if so, what can I do about it?
I'm running the latest version of PHP and Apache.

That means your server was unable to pull the feed from the remote host. There could be many reasons for that (feed is not accessible, your IP is blocked by remote host etc).

Well, it can't be the IP-thing, cause I recently switched servers and IP's.
The feed is accessable, I tried opening it in my browser... Well, I assume it's not on my side then, since all the other feeds are working.
Is it possible to block a plugin like CyberSEO from pulling your feeds? Because I'm having this error on several feeds from the same website. And I'm pulling 3 feeds on one website and 2 on another. And all of them give the same error.

The plugin uses 
Login to see this link to pull feeds from the remote host. The remote host can block your by IP or domain name. I would suggest you to contact the owner of that site and clarify the situation.
